 The concept of NGOs as a receptive organization for donation is completely changed and they become partners in development and the big PPP (public, private partnership) become true where the government is responsible for legislations, logistic support, laws. The private sector is responsible for financial support. NGOs are responsible for communication with the community and promotion. International organization is responsible of sharing knowledge and experience. GDCO gets maximum utilization of this PPP to develop Gedaref community through ICT. The main feature of these partnerships is sharing knowledge, experiences and best practices, which help in saving money and time,, Gedaref digital city organization is one of civil society organizations in Gedaref state, in the eastern part of Sudan, emerged in 2005 within the framework of twinning between the city of Gedaref and Eindhoven through an initiative of the digital city of Eindhoven,, Gedaref delegation ,, dr. Agnes and interested people from Gedaref in the information technology under the auspices of Mr. Elbashir Sahal GDCO was headed by Dr. Mutasim Ahmed Mousa, and then eng Ahmed Mahmoud Mohamed Eisa.
